Challenger had fastest Overall speed. This has been a protracted process. There were 2 requests for redress, 2 hearings with 2 panels of judges. Each step involved thorough review of the requests. Multiple Zoom meetings were set up. There were 16 folks involved in all. The issues involved were not simplistic. The second jury was made up of expert, top tier judges selected by US Sailing. They expended about 30 total hours in preparing for the hearing and another 3 (at least) in deciding whether the application for redress complied with RSS requirements. It did. The substance of the request was, as claimed by Joint Venture, that Kahuna did not comply with NOR, 2.2.2. The Jury found that Kahuna did not furnish a current LMPHRF certificate in time. The Jury directed the Organizing Authority to change Kahuna’s score to DSQ and adjust the scores for other affected boats. Five other boats also failed to furnish a current PHRF certificate. RRS 78.2 compels the Race Committee to disqualify those boats.
