SAILING INSTRUCTIONS

1              RULES

1.1          The regatta will be governed by the rules as defined in The Racing Rules of Sailing, the USCG                        COLREGS, and the OCSA General Sailing Instructions

1.2          In the event of any conflict between the Notice of Race and these Sailing Instructions, the Sailing                  Instructions shall take precedence.

 

2              NOTICE TO COMPETITORS

2.1          Notices to competitors will be posted on the official notice board located at
              http://www.regattanetwork.com/clubmgmt/applet_notice_board.php?regatta_id=15154

 

2.2          The race committee will utilize VHF channel 72 for communications. Failure to hear the  
              communications, or any other issues regarding the communications, shall not constitute grounds                   for redress. This changes RRS 62.1(a).

3              CHANGES TO SAILING INSTRUCTIONS

3.1               Any change to the sailing instructions will be posted before 1800 hours on July 28, 2017 on the                    official notice board at http://www.regattanetwork.com/clubmgmt/applet_notice_board.php?      regatta_id=15154

4              SCHEDULE

4.1       The start time will be Saturday, July 29th, 2017 at 1800 hours and will end
           Sunday, July 30th at 0600 hours.

5              CLASS FLAG

5.1          The Class flag shall be pennant number 1 for all classes.

6               THE COURSE

6.1       The Course shall start in the designated anchoring area. Once the race
            begins, boats shall past through the lapline, defined as a line between Buoy
            14 and the Race Committee boat, then proceed downriver to Buoy “2”, which
            shall be rounded to port, then back upriver to pass through the lapline upriver
            to Buoy 18, which shall be rounded to port, and proceed back downriver to
            pass through the lapline at which time boats will repeat this course as many
            times as possible within the twelve hour time limit.

6.2        Each segment of the course (i.e. lapline-2-lapline AND lapline-18-lapline) constitutes one half lap.                Boats that fail to pass through the lapline will not be scored.

7              THE START

7.1            The race will be started by using RRS rule 26

7.2            The designated anchoring area for the start is within the boundaries of the 42nd Street ramp wing                 wall and the outboard end of the airport wing dam. In the event these marks are not visible, a                     racing mark will be set. All boats must be anchored with sails down, using the principles of                           seamanship and safety, in this defined area prior to the start sequence.

7.3            Motors may be used to facilitate anchor recovery; however, motors shall be shut down prior to                     crossing the virtual line defining the anchoring area. Boats not abiding by this rule shall be                           assessed a one lap penalty.

7.4            Sails may be hoisted once the start sequence has ended and the race has begun.

8              THE FINISH

8.1            Each time a boat passes through the lapline, she shall report to the Race Committee on VHF                         Channel 72. Boats must record number of completed half laps.

8.2            At night, sails must be illuminated when passing through the lapline. Any discrepancies between                   a boat’s lap record and the Race Committee record, Race Committee record will prevail.

8.3            The object is to complete as many half laps as possible within the designated twelve hour period.                 The race ends at 0600 hours, Sunday July 30th. Only completed half laps will count.

9              SCORING

9.1            The finishing boat’s PHRF (FBP) is divided by the scratch boat’s (defined as the boat with lowest                   numerical rating) PHRF (SBP) which provides a factor (FBF).  The finishing boats total laps (TLS)                   sailed are multiplied by the factor which calculates the number of corrected laps (CL).

               So FBP/SBP=FBF  so FBF x TLS = CL

9.2            One Design and Level fleets will be scored based on number of completed laps.

10           SAFETY REGULATIONS

10.1         VHF radio shall be monitored at all times

10.2         A yacht that retires from the race shall notify the Race Committee at the first opportunity on VHF                Channel 72

10.3         Personal Flotation Devices shall be worn between dusk and dawn while on deck

10.4         Additional safety items should include: personal strobe, whistle, jack lines, crotch straps, harness,                 tether

10.5         Outboard motors must remain mounted.

11           TROPHIES

11.1         Class trophies will be awarded as follows:

                2-3 Yachts – 1 trophy

               4 Yachts    – 2 trophies

               5+ Yachts – 3 trophies

12           DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See RRS rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
