Alternate Propulsion

Due to the pursuit style reverse start, resulting in a span on 50+ minutes starting sequence; The SI's are amended to include the following statement: 8.5 Alternate Propulsion - Per RRS 42.3(h), a boat may use any means of propulsion until five (5) minutes before its assigned start time.

First Warning Signal has been changed/updated to be no earlier than 1055hrs (instead of 1000 hrs as previously reported in the NOR), so that the Race will start at 1100.
