Change 1 to the Sailing Instructions has been issued. Current racing rules require a boat that is over the starting line at the starting signal, return to the non course side of the line and restart. In the event of a stronger than normal ebb current and light wind this could amount to a significant number of boats being on the course side (OCS) with a resulting traffic jam as they attempt to return to restart. The Race Committee will implement rule 30.1, the I Flag rule, which will require any boat that is on the course side of the starting line or its extensions at her starting signal or within one minute of her starting signal to restart but by going around either end of the starting line to reach the non course side. The Mug Race Committee has modified this rule to allow a boat that is OCS under rule 30.1 and within five boat lengths of the starting line or its extensions to choose an alternate penalty to restarting. That penalty is to accept having five minutes added to her elapsed time.
