G’day Line and Tomasz,
A standard part of the RRC job is to review specific changes to the Racing Rules that are not allowed without World Sailing’s approval under RRS 86.2. This can be for the America’s Cup or SailGP, but also this process is also used to develop (test) rules.
With the new governance, it now takes a bit more time to set up the Working Groups and robust processes to manage these requests and needs. Ordinarily, the RRC and its Working Groups will manage and give approval for these requests directly, but this process is not in place yet.
However, we do have two pressing issues requiring approval under RRS 86.2 (which the Board can also approve under Regulation 20.3(b)). The senior group of the RRC has reviewed these and we unanimously recommend that World Sailing approves the following two requests.
Our understanding is that, in previous quads, this authority was delegated to the Vice President(s) responsible for Racing Rules on behalf of the Board, but obviously this is a matter for you.

2. Two Passage Races in the Pacific Northwest of USA
Two events in North America run passage races where the boats are tracked and such tracking is used to determine the finish and for one event, if a boat starts. These approvals are slightly different as one event only wants to use technology for the finish, not the start. The RRC previously approved this change as it is a good way to test how we should develop the rules to take into account new technology that reduces the costs to Organisers.
We therefore recommend approval of the following:
(a) For the Pacific Northwest Offshore Race, until 31 December 2028 or when informed by World Sailing that such approval is rescinded, to add the rule into their Notice of Race under Regulation 20.3(b):
“The location of a boat’s hull as defined in start and finish, will be determined by the position provided by the OA supplied transponder. The Race Committee may determine if a boat started or finished by using other evidence. If requested, a boat shall provide the Race Committee evidence as to their location. This evidence can be, but is not limited to, a boat’s navigation software log file, testimony or evidence from other boats, personal race tracker or AIS logs.”
