Facts
 
1. Two boats approached each other on the first beat with J/22 USA1083 on starboard and J/22 AYC 4 on port. 
2. 1083 began hailing “starboard” when she was within 3 boat lengths of AYC 4. 
3. When 1083 was one boat length from the track of AYC 4, she bore away approximately 45 degree to pass astern. 
4. As 1083 passed astern of AYC 4 she came within one quarter boat length of AYC 4's transom. 
 
Conclusions
 
If 1083 had not altered course, the boats would have collided with 1083's bow hitting AYC 4 amidships. 1083 was the right of way boat under RRS 10 and AYC 4 did not keep clear. AYC 4 broke RRS 10 and is to be scored DSQ in race 10

Facts 1. Two Harbor 20s on starboard in 15 knots, approached the starting line to start 2. USA162 established an overlap to leeward, approximately one boat length from USA319. 3. USA319 was sailing lower and slower than USA 162. 4. USA162 hailed for room. Three hails were made withing 15 seconds. 5. USA319 initially held her course, then altered slowly to windward and altered with her helm over. 6. USA162 did not alter course to windward but then altered course to leeward just prior to contact. 7. There was contact between the port after quarter of USA319 and the starboard side of USA162 amidships approximately 15 seconds after the overlap was established. 8. There was no damage. Conclusions USA319 failed to keep clear under rule 11 and is to be scored DSQ in Race 2.

This hearing was opened under Rule 63.3 (b) Facts Found : Harbor 20 # 321 and Cal 25 # 478 broad reaching on port in light air #321 became overlapped to windward approx 10 boat lengths from the mark and 15 feet to windward of #478 at 6 boat lengths from the mark the overlap continued and #321 hailed to expect mark room at the zone at 3 boat lengths the overlap continued and the boats were separated by approximately 3 feet and #321 hailed again for mark room #321 hit the mark, an inflatable pin, to avoid contact with #478 which was 1 foot away at that time Conclusion: #478 failed to give mark room and caused #321 to hit the mark Decision: #478 disqualified under rule 18.2 (a) and #321 is exonerated under rule 21 (b)

Facts: 1. The protest was delivered to the Front Desk at 1756 on Sunday, 20 March 2016. 2. The protest hearing schedule was posted on the ONB at 0828 on Monday, 21 March 2016. 3. The protest committee negotiated with the parties by email for an acceptable hearing time. 4. Love Shack notified the PC that she would not be attending the hearing. 5. Quintet notified the PC via email that she would attend the hearing. 6. The PC placed two phone calls to Quintent between 1830 and 1850 on Monday, 28 March 2016. 7. Neither party attended the hearing. Decision: Protest dismissed.
