Facts Found: 1. Protestor informed RC when finishing. 2. Wind was 8-10 mph and there was no current. 3. #7957 on starboard tack was approaching #7679 on port tack. 4. At Position #3, #7957 altered course head to wind to avoid contact when the boats were 1-2 feet apart. 5. #7679 tacked to starboard as #7957 was altering course. 6. #7957, after being head to wind, fell off onto port tack and hailed "Protest!" 7. There was no contact.		 1. #7957 altered course to avoif #7679 as required by RRS 14. 2. #7679 failed to keep clear of #7957 as required by RRS 10.
