USA 351 did not attend the protest hearing and the PC proceeded under RRS 63.3(b). Three boats on port tack, approaching N8, to be rounded to port. As the boats approached the zone, Schematic was inside, overlapped with Froya on the outside and Inigo clear astern of both. As Schematic and Froya came abreast of the mark, Inigo delayed dropping her chute and gained an inside overlap on Froya. There was contact between Inigo's spinnaker and Froya with no damage. Froya bore away to avoid damage between the boats.
Rule 18.2(b) required Inigo to give Froya mark-room which she did not do. Inigo broke rule 18.2(b) and 14, and is to scored DSQ in Race 3 of Series 3.
