Facts: 
USA 59617 passed FL Y"A" to port on returning to the finish. SI B3.1 requires that for all courses, FL Y "A" be passed on the channel side. To comply with SI B3.1, USA 59617 was required to leave FL Y "A" to starboard. 
Conclusion and Decision: 
USA 59617 broke RRS 28 and SI B3.1 and is scored DSQ in Race 2-1.

Facts:
Case 7 and Case 8 involved the same incident. Because contact was alleged between TM and Mondial, the protest committee proceeded under RRS 60.3(a) and protested Mondial. All three protests were heard together. With the wind at 4-5 knots and with 30 seconds before the starting signal, four J/30s approached the starting line at the signal boat end of the line. Three of the boats were close-hauled, approximately bow-to-bow and 4-5 feet apart with Insatiable to leeward of Mondial and Mondial to leeward of TM. When the group of three boats were 3 boat lengths from the signal boat they were on parallel courses with TM aiming to the right of the signal boat's stern and Insatiable aiming to the left of the signal boat's stern. The fourth boat, Bump, was also on starboard tack and approached the signal boat on a broad reach from a position to windward of TM. Bump and TM were on a collision course. The foredeck crew and helmsman aboard Bump repeatedly hailed "Starboard" to TM as the boats converged. TM and then Mondial bore away, and then Insatiable altered course to avoid Mondial. Contact without damage occurred between TM and Mondial. Bump altered course sharply to starboard. At 3 seconds before the starting signal, Bump and TM collided with contact between Bump’s port quarter and TM’s starboard beam. The contact caused scuff marks to both boats and a bent stanchion on Bump. Bump then made contact with the signal boat with no further damage to Bump or the committee vessel. 
 
Conclusions and Decision:
As Bump began her approach to the starting line, her crew mistakenly identified TM, Mondial and Insatiable to be on port tack. However, as windward boat, Bump was the keep clear boat under RRS 11. Since the boats were approaching the starting line to start, RRS 18 did not apply and Bump was not entitled to mark-room. Bump did not keep clear of TM and broke RRS 11 and 14. When Bump hit the signal boat, she broke RRS 31 and SI 9.2. TM did not keep clear of Mondial and broke RRS 11. It was not reasonably possible for her to avoid contact with either Bump or Mondial and TM does not break RRS 14. Mondial did not keep clear of Insatiable and broke RRS 11. It was not reasonably possible for her to avoid contact with TM and Mondial does not break RRS 14. Insatiable broke no rule. Rules that Apply: 11, 14, 31, SI 9.2 

Bump is scored DNE in Race 2 of WNR Series 2 (See SI 9.2). Mondial and TM are exonerated under RRS 64.1(a) for breaking RRS 11.

Facts
In winds of 4-6 knots, and inside of the preparatory signal for PHRF 2 (but prior to the warning signal for PHRF 3), PHRF 2 Sea Bin Project (SBP) and PHRF 3 boat Caliente were sailing on port tack reach approximately 50 yards to leeward of the starting line. SBP was ahead and tacked to starboard 4-5 boat lengths away from Caliente. Caliente did not see SBP tack and sailed a steady course. When SBP saw Caliente, they were 2 boat lengths apart. SBP changed course significantly. Caliente also changed course at the last instant. Contact occurred between the bow of Caliente and the port side of SBP near her shrouds. SBP incurred damage through gelcoat and into the coring of the hull, and damage to the joint between the upper and lower decks resulting in significant repair costs. Both boats raced, neither boat took a penalty. The sailing instructions include the following: "10.6 [DP] Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races."
 
Conclusions and Decision
Caliente was required to keep clear as the port tack boat and she did not, breaking rule 10. Caliente was required to also avoid contact and she did not, breaking rule 14. Caliente was not racing, so she was required if reasonably possible to not interfere with a boat that was racing, she could have avoided the interference, breaking rule 24.1. Caliente was required to avoid the starting area during the starting sequence of the other races, she did not, breaking sailing instruction 10.6. SBP was required by rule 14 to avoid contact with another boat if reasonably possible, but she was not required to take action until it was clear that the other boat was not going to keep clear. When it became clear to SBP that Caliente would not keep clear, SBP did all she could to avoid contact. SBP does not break rule 14. The cost of repairing the damage to SBP is significant enough to be "serious damage" (see WS Case 141)  Since Caliente was not racing, she cannot be disqualified for breaking rule 10. But she is disqualified for breaking 14 and causing serious damage and 24.1 as authorized in the preamble to Part 2. 
 
Caliente is disqualified in race 2-2.
