Conclusions and rules that apply: (1) #41696, No Way Jose, a boat not racing per the definition of racing and the preamble of part 2, interfered with two boats that were racing and broke RRS 24.1. (2) #30, Dr Bligh, a windward boat, kept clear of a leeward boat and did not break RRS 11. (3) # 83170, Alpha Dog, a leeward right of way boat, could not reasonably avoid No Way Jose and is not penalized for breaking RRS 14. (4) No Way Jose, a windward boat, did not keep clear of a leeward boat and broke RRS 11. (5) No Way Jose is DISQUALIFIED .
