FACTS FOUND
3 Cal 20s were sailing downwind on port tack at 2-3 knots in ~8 kts of wind
371 was overlapped and leeward of 78 and Rule 17 did not apply to 371
371 began to luff 78 and both boats converged with 1509 who was to windward of 78
When the overlap between 371 & 78 with 1509 began 371 was outside of 2 boat lengths from 1509
78 converged with 1509 and the spinnaker pole of 78 and the mainsail of 1509 were overlapped and may or may not have made contact
371 & 78 altered course to leeward while overlapped with 1509 to avoid contact
CONCLUSIONS AND RULES THAT APPLY
1509 failed to keep clear of a leeward boat
