Tenacious collided with the RC boat as part of this incident. There were no injuries and the damage was not "serious". Tenacious did not hail "Protest" nor display a protest flag. Syrena had left the area by the time Tenacious was able to extract herself from the RC boat and hail or fly a protest flag. Tenacious did not attempt to contact Syrena to inform her of the intent to protest by the time limit, or at all.
RRS 61.1(a)(1)&(4) may have relieved Tenacious of the requirement to hail and display a flag, but she never attempted to inform Syrena in any other way at any time. Syrena was informed by the PC days after the protest time limit. Protest invalid; hearing was closed. The damage was not considered serious, so there was no opportunity for the PC to protest any boat. See also WS Case 141 and USSA Question 115 regarding defining "serious" damage.

SI containing course and distance for Cabrillo I posted 1/9/20. El Sueno finished race at 1639, 1/11/20. B. Alberts was part of the OA team that developed the course, changed the course, reviewed the SIs, and failed to catch the error of not reducing the course distance with the change.

All finishers in Cabrillo I are considered parties to this redress hearing. Hearing to Consider Redress; RRS 62 Jan 29, 19:00
Hearing to consider redress in Race #1 due to a possible error in the calculated length of the race used for handicap purposes. The 35nm distance used for scoring represents the course originally planned, which included Middle Coronado Island. When the course was changed to eliminate the middle island, the course distance was not shortened accordingly. During the redress hearing, the parties reached consensus that the distance should be changed to 32n.
Redress is granted. The Cabrillo I will be re-scored using the distance of 32nm.
