violation of rule 13. We approached start line on starboard. 186 came in on port tacked right in front of us, she passed head to wind but had not obtained a close hauled course before we had to turn head to wind to avoid hitter her stern. |

violation of rule 18.3. In the zone on starboard, fetching mark. 340 came in on port, tacked right in front of us at the mark and compelled us to turn head to wind to avoid her stern as she was still working to obtain a a close hauled course. |
