--A valid protest was filed by S
--S rounded the leeward mark clear ahead of A & promptly tacked to starboard
--S was moving very slowly after her tack with her jib backed
--A rounded the leeward mark clear astern of S on port tack and promptly tacked to starboard --Contact occurred shortly after rounding between the leeward bow of A and the windward quarter of S --A promptly took a two-turn penalty following contact
--There was no injury or serious damage, nor did A gain a significant advantage

Conclusion:
--A, a windward boat, failed to keep clear of S, a leeward boat
--S failed to keep clear of A
--A complied with RRS 44.2 and no further penalty applies; refer to RRS 64.1(b) --No penalty applies to S per RRS 14(b)

Decision(s):
--Protest is dismissed as no further penalty applies to either boat
