This Request for Redress was received before the time limit expired and was delivered to the Race Committee in the person of Phil Campagna at 16:49 April 14, 2013. Facts Found 1 During the last race of the Opening Day regatta, the Class 2 boat Wavedancer finished the race. 2 After Wavedancer finished, but before the thirty minute time limit for any other boat to finish, the Race Committee abandoned the race. 3 The boat Kokopelli, another Class 2 boat, crossed the finish line twenty four minutes and eleven seconds after Wavedancer. 4 The Race Committee boat and finish mark were still in place when Kokopelli crossed the line. The Protest Committee was made of up David Hickman, Kent Sisk, and chairman Mike Stainsby.
The OSCA General Sailing Instructions Rule 14.1) state that after the first boat in the class finishes, all other boats must finish within 30 minutes of the first boat in her class or be scored Time Limit Expired. USSailing RRS 32.1 states that “after one boat has sailed the course and finished within the time limit, if any, the race committee shall not abandon the race without considering the consequences for all boats in the race. Since Kokopelli did finish within the 30 minute time limit for the rest of the class to finish the race after the first boat finished, the Protest Committee ruled to award redress to Kokopelli. Because the only finish time that was recorded was the time provided by Kokopelli, the Protest Committee directed the Race Committee to use that time to calculate her finish position in the class. The Protest Committee also decided that any other boat that had evidence that they also finished within the 30 minute time limit and presented that time, they too would be scored according to the time provided.

The Protest Committee was made of up David Hickman, Kent Sisk, and chairman Mike Stainsby. Below are the results of the hearings.
During the validation portion of the hearing it was determined that this Request for Redress was received via email to the Sailpdx.org website at 7:58PM April 13. The Race Committee reported that they docked at 5:35PM on the 13th. The Request for Redress was not presented to the Race Committee in accordance to OCSA General Sailing Instructions Rule 15.2) and it was not received in the hour following the Committee boat docking. Furthermore, per USSailing RRS 62.2, this Request for Redress was received more than the protest time limit and more than two hours after the incident. Due to the time the Request for Redress was received and the method it was received, the Request was ruled invalid.
