Q: Regarding the commercial traffic zones (TSS), may we cross the big ones on a diagonal if there is no traffic around? Or does it always have to be 90 degrees?
A: As written and if not changed, RRS 56.2 makes ALL parts of IRPCAS Rule 10 applicable to boats that are racing. Any violation of IRPCAS Rule 10, no mater how insignificant or inconsequential, by a boat racing could subject that boat to protest. Specific attention should be drawn to IRPCAS Rule 10(c):
A vessel shall, so far as practicable, avoid crossing traffic lanes but if obliged to do so shall cross on a heading as nearly as practicable at right angles to the general direction of traffic flow.
RRS 56.2, however, is changed (replaced) by World Sailing (WS) Appendix TS1 of NoR Addendum C.
TS1 Rule 56.2 is changed to:
56.2 (a) A Traffic Separation Scheme (TSS) shall be understood to mean an area shown on a nautical chart, or in the notice of race, as a TSS.
(b) A boat shall not impede, or present a threat of impeding, the safe passage of a power-driven vessel in a TSS traffic lane.
(c) If a commercial, government, or naval power-driven vessel in a traffic lane makes five short and rapid blasts on her whistle (a danger signal, see IRPCAS rule 34(d)) and the boat causing the danger signal can be identified, then the boat is subject to protest under rule 56.2(b).
(d) If an official complaint/action is lodged against a boat by a commercial, government, or naval power-driven vessel, by a pilot, by vessel traffic service (VTS), or by other local government authority, it shall be presumed that the boat has broken rule 56.2(b).
(e) The race committee will cooperate with and provide relevant information to VTS and other governmental authorities regarding investigations of boats impeding a power-driven vessel.
The RRS, NoR or SI can not modify any part or rule of IRPCAS as they are beyond the authority of these rules, and a boat has a responsibility to comply with Rule 10 of the IRPCAS whether or not she is racing. The enforcement of that responsibility rests with the government agency enforcing the IRPCAS and not with the race committee or other competitors. A boat can not be protested for any actual or perceived breach of IRPCAS Rule 10 when RRS 56.2 is changed by WS Appendix TS1.
However, a boat may (will) be protested for a violation of Appendix TS1. In this case specific attention is drawn to 56.2(b):
(b) A boat shall not impede, or present a threat of impeding, the safe passage of a power-driven vessel in a TSS traffic lane.
The VTS and ship pilots appreciate the consideration shown by racers, and racers appreciate being able to race in the waters of the TSSs and other VTS controlled areas. Because boats nearly always lose protests filed in response to an official complaint against a boat by a pilot, captain or government authority boats must pay careful attention to not impeding the passage of vessels in a TSS traffic lane.

Q: Are electronic flares allowed instead of red or white flares?
A: See NoR Addendum A, SER 3.6.4 for entire requirement.
From SER 3.6.4:
A boat shall carry U.S. Coast Guard... approved S.O.S Distress light meeting DAY-night requirements... (emphasis added). Boats must ensure that the visual distress signal(s) carried satisfy both nighttime and daytime requirements.

Q: Are "storm sails" required by the SER of NoR Addendum A?
A: No, specifically designed "storm sails" are not required. Competitors should decide if such sails are prudent for the safe operation of the boat during this event (see SER 1.2). Requirements related to sails can be found in SER 3.33.1.

Regatta officials are using a web-based program to assist with the management of this regatta. It provides electronic forms for such actions as scoring inquiries, protests, equipment substitutions, etc. And it provides for electronic communication with competitors if competitors have provided an email and/or telephone number accepting SMS. Competitors will be notified electronically of protest time limits, confirmation of a protest filing, scheduled hearing times, etc. This electronic system allows competitors to move freely about the event and remain in contact with relevant officials. And all competitors have electronic access to the scoring inquiries, jury decisions, etc.*
Notice: The Official Notice Board (ONB) is still the only official source of information for this regatta.
NOTICE: When submitting a protest, request or report, the procedure (as set forth in the Racing Rules of Sailing and the Sailing Instructions) remains unchanged.
